Jeff Locke
Executive Director

Jeff founded the Pacific Capital Group in 2005. Jeff is a Chartered Accountant.

Jeff has a strong background in the creation, financing, development and delivery of real estate and infrastructure projects. Over the past 25 years, Jeff has gained broad exposure to local and international Real Estate markets across a diversity of transaction roles, projects and participants. Jeff spent four years with an international contracting/development group documenting, completing and restructuring a number of landmark Real Estate and infrastructure projects. He then spent a further four years as Finance Director with a private Australian development group involved in the creation, assessment, negotiation and financing of commercial and residential projects and related investments in the Australian and US markets.

Jeff joined Bankers Trust (“BT”) in 1996, successfully executing numerous real estate advisory and financing mandates. Jeff then moved to Macquarie Bank following its acquisition of the BT investment banking business in 1999 and jointly headed Macquarie’s Real Estate Investment Banking division. Jeff left Macquarie Bank in 2003 to provide in-house assistance in the structuring, corporate financing and ultimate ASX public listing (in December 2003) of the Multiplex Group. Over recent years Jeff has continued to advise, structure and arrange project debt and equity capital at both project and corporate levels. Jeff also spent a year and a half as Valad Group’s Australian CEO.

Robb Macnicol
Executive Director

Robb joined Pacific Capital in October 2009 as an Executive Director. Robb is a Chartered Accountant and Fellow of the Australian Property Institute.

Robb has over 20 years experience in the listed and unlisted real estate space with extensive investment banking and consulting experience in the corporate and real estate sectors. Robb specialises in the global private capital markets and real estate funds management sectors.

Prior to joining Pacific Capital, Robb was a Division Director within Macquarie Capital Advisers real estate industry team based in Sydney. His primary focus was on leading the team’s global Private Capital Markets business with direct responsibility for the Asian and Middle Eastern regions. During his time with Macquarie, Robb and his team raised over $12 billion of external equity to fund wholesale funds and principal transactions totalling over $26 billion.

Prior to Macquarie, Robb was the founding CEO of Stockland’s unlisted real estate funds business where he was a member of the Stockland Executive Committee. Before Robb joined Stockland, he was an Associate Director at Macquarie Bank within the Real Estate Group. Robb has also worked in London for two major investment banks.

    James Kelly
    Executive Director

    James joined Pacific Capital in 2005.

    James has over 25 years’ experience in business development, senior and corporate management, marketing, project management and administration across a range of industries. Early years involved the part ownership and operation of an extensive sheep and cattle grazing operation, a bloodstock horse breeding and racing operation, and a bloodstock insurance business in partnership with a London based Lloyd’s broker.

    Since 1999, James has been consulting to a number of Sydney based property development & construction companies, investment banks, infrastructure sponsors, not for profit housing associations and a property valuation practice specialising in the private hospital, aged care and retirement living sectors.

    Consulting assignments have included project managing tender submissions for student housing at Sydney University, residential development on wharves controlled by Sydney Harbour Foreshore Authority, a rail and port infrastructure tender to the West Australian Government, restructuring of a manufacturing company’s operations, various tenders to Housing NSW for allocation of dwellings to not-for-profit housing associations, the sourcing, acquisition, development and on-going management of a retirement village in NSW, establishment of a property company’s development fund, assisting in the due diligence process and preparation of a prospectus for a property company’s IPO and a debt restructuring role with a publicly listed property company.

    Grant Bradford
    Associate Director

    Grant joined Pacific Capital in March 2011.

    Most recently, Grant worked with Balmain Commercial where he was involved with the arrangement and restructuring of junior and senior debt facilities. Prior to this Grant worked for a boutique property development fund, providing junior debt to property developers throughout Australia.

    Through these roles, he has gained exposure to a wide range of property development and investment transactions spanning several asset classes. Grant’s experience from both a consulting and lending position includes finance transaction analysis, debt structuring, project delivery management and project marketing.

    Grant completed his Bachelor of Property Economics at the Queensland University of Technology, graduating with Honours.

    William Rae
    Associate Director

    William joined Pacific Capital in May 2018.

    Most recently, William was Investment Manager at Kingsmede (Family Office) where he was responsible for sourcing and evaluating real estate investment opportunities as well as managing a portfolio of properties. Prior to this, William worked at Deloitte (M&A Advisory) and Ernst & Young (Corporate Finance Advisory) in London and Sydney. Through these roles William has advised a range of clients across buy-side and sell-side mandates complementing his direct real estate investment experience.

    William holds a Bachelor of Commerce degree from the University of Sydney and is also a qualified Chartered Accountant
